Tipartstianium has some decent bolts. I think they test everything they sell. It’s in Singapore.
Bought these S-Parts kit for my wahoo Speedplays. Fitment is excellent.

Nobody can guarantee they will be safe, that's the problem. Not every company or batch of parts will be the same. 1000 people can tell you they were fine then you can buy a set from a seemingly reputable company and get a failure. Companies that charge more have people that inspect the products they produce and ensure quality. That's why aviation has strict fastener rules. The Chinese can make screws and bolts, but to reach certain price points, they might skip a lot of quality control practices, or use low quality material: and you will never know unless you sample multiple parts and test them.

Every single batch of RISK bolts that I've got have been alright.
I check them. I inspect them. You can usually tell if something's crap because it has a cruddy surface finish.
I can understand what you are saying with some shite unbranded bolts.
But many things are made in China today, including Apple computers.
So it's a bit unfair to imply that everything that they make is to a lower standard than elsewhere.
China is getting much better at manufacturing.
Case in point, China has recently flown their own/first commercial aircraft, the C919.
