I would lean more to a wider external width than 23mm. Even Lightweight have 24mm now.
My Easton measure close to 28mm over brake track and close to 30mm at the widest.
No problems with EE brakes.
What i wonder is for how long there will be a carbon spoked, carbon hub shell wheelset made for (the old standard) rim brake bikes.
If i would order a custom built set, i would go for the new DT 180 hubs or possibly wait for the 240's to be updated.
Those Sapim carbon spokes seems as they never were released!?

The Cadex wheels are already out and availble for sale. I'm waiting for some unbiased reviews as I'm considering the Cadex 65mm as a replacement for my Bontrager XXX-6 wheels.

I don't see the benefit with such a narrow rim if it's supposed to be aero.
The 65mm deep is wider, but it's awfully wide internally to.
Also, external nipples, that wasn't very aero.

Did they change focus to disc brake version?

Exactly what they told me to, well it had to do with safety....
Part from that, they also have inconsistencies on the information displayed on the website, of the available Cosmic Ultimate.
I posted them about that, so now the team who handles web info has to check it out and sort it out.
I kind of feel sorry for them since they posted quite some tech porn about how great the new rear hub and spoke arrangement was compared to the "previous".
Just so happens, it's the previous that's still on the new 2020 model.
That made me fold down totally on any of the Cosmic Ultimate (which again just seem to be the tubular version)
However, i guess it's not quite as easy updating Cosmic Ultimate to disc brake compatible.
Using disc brakes, the current design wouldn't work at all. Too much force on spokes and hubs...
