I think it's best to notify a relative or children. Have the police do that for you. Ofcourse you will never know if anything was done.
But being hit from behind is something you cannot avoid. It is the the risk of riding your bike on public open roads.
You can get insurance for yourself and that's about it. Other than that you can ride in a park, a trail where no cars are allowed, mountain bike trails, spin class, your basement
