Helmet/bike camera recommendations

Hey. I'm thinking of getting a camera for my commute. Don't want anything too expensive and needs to be waterproof and good in low light (at night time). Any recommendations? This is primarily to record any RTAs or dangerous driving so needs to be able to capture registration plates etc.
