Here in the uk, you're never far away from a hope dealer if things go a bit pear shaped. They're not bad priced, quality is good and after sales service is excellent.
Current models are available in any configuration but not sure in 28h
Personally I can't tell if the new ones are any quieter than the old type springs and pawls. They're quieter than a king for example.
DT 340 seems a decent hub and not too expensive like the 240. Maybe worth considering.
From what I've seen if the AC stuff, they appear a bit weak.

I've got a 28h Pro II rear hub on my bike at the mo. Website suggests stock drillings are 28/32/36h: http://www.hopetech.com/page.aspx?itemid=SPG241&tab=specification
Sure, there are other options but AFAIK none of the other good 'cheap' hubs (eg. Novatec) have XX1 drivers available at the moment.
