Such a long stem works as a very long lever on the steerer tube. i wonder how safe this is. Forces applied on the steerer tube should be huge!
The stem is welded. i hope that's safe too (most other log stems are CNC machined):

Yes, I'd worry about flex in the extensions. That position looks a lot like Graeme Obree's 'Superman' position. When that emerged in the 90s the governing body for time-trials in the UK (RTTC as it was then, CTT nowadays) moved rapidly to ban it as they were appalled at the thought of hobbyist amateurs making homebrew versions to ride on busy public roads. One of those rules was the so-called 3cm rule, whereby the point of the elbow could not be more than 3cm in front of the steering axis of the fork. That got rescinded a couple of years ago on the basis of being too hard to police. Still, the bloke in this picture would fail massively on that score.
