1. Yes, the stem comes with the framesets in the size noted on the geo chart. (Handlebars do not come with the frame.)
2. The direct mount hanger is available as a service part and doesn't come with the bikes this year. The part # for that is S182600003.
3. Yes, routing instructions are in the owner's manual that comes with the bikes/frames (excerpt below).

Ya, I understand it's super frustrating, and I'm sorry.
For this one, it mostly came down to timing of the 58cm frames being available for mass production and timing of the Sagan collection frames being painted and produced overall. I think we only made 10 pcs of the 58cm Sagan frame and none of the 61cm. Those 10 were divided between the USA and Europe as they had the largest allocation of the Sagan frames to start with.

Here are the part #s for all the stems, posts, and Aerofly II bars. They will all be aftermarket items and visible on the website (soon I hope). 6 degree stems will be in stock around the first week of August and 12 degree stems are about a month behind that.

Will there be more of the Sagan Venge made in the future? Or is this a limited run?

I'm not 100% sure what you mean by specific. The stem is compatible with any 31.8mm handlebar but the cable routing and spacer integration is specific to the Venge frame.

The accessory mount comes with every bike/frameset and is also available as a spare part. Btw, the mount uses the Barfly Prime interface and includes discs for Garmin, Wahoo, Bryton, Polar, Lezyne, Magellan, Sigma, and Cateye computers. We also include attachments for GoPro and lights.

Technically, it does fit on the Tarmac but the integration won't be nearly as clean as on the Venge.
Another option is to just use the Aerofly II bars with whatever "regular" stem you have on the Tarmac too.

The Aerofly II is avaiable in France. Ordered today for my tarmac sl6. Anyone know which garmin mount choose?

I'm 183cm tall but I'm a little more legs than torso so my saddle height (BB to top of saddle) is 809mm.

Size 56 looks about right but will the 390mm 0 offset seatpost be able to reach 809mm? Or do I have to go a size up?

Other than the recessed area for the tape and textured flat portion of the bar is there much difference between the original Aerofly and the Aerofly II? As in weight or aero time savings?

Im same height as you and run my saddle a hair over 81.. Im riding my Tarmacs (2016 and 18) in a 58.... my inseam is 92.7 just for reference...

Yep, plenty of length in the 390mm post on the 56cm frame! You should be able to get over 850mm saddle height on the 56cm just fine (the ST is a bit longer than the previous Venge and SL6).
