Power is generally quoted in terms of duration: 1 minute, 5 minute, 20 minute, 1 hour. In addtion, absolute power is generally not quoted, rather watts/kilogram. 250 watts is not very much if you are 150 kg. It is if you are 50 kg.
Stop looking at your heart rate...
In anycase... John is correct... the only really important value is your power to weight ratio as a function of time.
If you want to know where you stand in the grand scheme of things... find your LT power and compare this to this chart.
I find this chart to be a little on the low side. I'd add 0.2 to 0.3 to the 20 min times. This chart might be dated, and the power outputs of all catagories have gone up over the years.

I can produce more then 800watt with a heartrate under 140 for 1 second.
I cant produce more then 600watt with a heartrate under 140 for 1 min!
do you understand?
When you do a med test you can work out how many watts you produce at 80%. Its hard to relate Watts with heart rate because you can lose form. Heartrate will change when form is different.
Eg, when you are fit and have good form a rider can ride 300watts@150HR, but when the rider has no form, he might have trouble riding 300watt@175HR.
I think you just got a power monitor on you bike, if so you will learn so much from training. How to save power in races and how to use it at the right moments. You will also train smarter! if this is right, have fun!
fwiw, my max is 208, 80=166.. im 71kgs @ 172.5cm/5' 8".. not particularly efficient but I've had a bad winter with some illness to get over.
