Cant post soon after a recent post

Hi, it goes something like this when I want to create a new post....blocks me from posting. Any assistance on this matter....I did not post anything recently hence the reason for the enquiry.

For me after I post it often seems to submit twice. Since the first submit already went through, it tells/asks me if I want to post again. Seems like a serverside performance issue/delay to me. It doesn't happen always tough, maybe only when it's busy.

Same for me as well. And lately, can’t posts relies. Maybe a system reboot is needed.
