who makes the Empella CX fork?

Especially for light weight issues concerning cyclocross / touring bikes & parts.

I know there are generic ones kicking around, who makes it? Also, is it available in 1" steerer?

Does that help?
looks like an empella fork with 12k weave

I can almost guarantee that you won't be able to find this fork with a 1" steerer. I've raced on it and haven't noticed too much flex.
