Minimum width clincher rim for 35-38 mm gravel tires

Looking for some clincher rims for my wife's gravel bike.
I'll use 35 mm tires for now, and eventuallt try 38 mm if the frameset clears them.
Questions is: What's the minimum width acceptable for rims, to have a decent fit ?
I could use some Mavic Aksium if ever...

My touring bike has been using 37/38mm tyres on Mavic MA2 (13mm internal width) rims for many years. Less than the nominal ideal rim width, but the handling with that combination is fine - I've crossed both the Alps and Pyrenees with that setup.
By 'clincher' I take it you meant rim-brake rims. Rim-brake rims are typically narrower than disk rims. They will be fine, but you should find the widest (internal width) rim possible for a decent fit. I have some 40mm gravel tires on 25mm and 20mm (internal width) rims. The 25mm is definitely the best fit but the 20mm rim works too despite looking very ugly (tire is shaped like a light bulb).
19mm internal width is the minimum I'd go for for gravel wheelset.
I already feel the difference between in tire stablity at low pressure with 19mm and 26mm internal width with 38mm tires. So, I wouldn't like anything narrower than that.
