does it matter which end gets toed in?

whether it is the end towards the front, or towards the rear?

one stops squeal/judder, the other makes it worse. So yes.

Put a business card between the rear third of the pad and the rim, then pull on the brakes and tighten them down. That should give you enough toe in.
