I have a 2018 Synapse disc which Cannondale says has clearence for 32s. I think I read a cyclingtips article stating that 35s would clear pretty easily. My question is would the Reynolds ATR Carbon Disc wearing 28s or 30s clear my frame safely given the 32mm external width? I don’t have any other wheelsets I could use to test max clearence, so I was hoping someone here would know.

You can even mount 32mm tire on your ATR wheels and it will clear Synapse just fine. Manufacturers are conservative when it comes to tire clearance. On average, ~3mm is a safe bet.
