I've had good luck with the Clement line of tires. I run PDX clinchers on my training wheels. I've had them going on 2 years, and they've stood the test of time. If you're looking for an all-around tire, go with the MXP's.

I've run Continental cyclocross speed and Hutchinson Black Mamba. They are both good as semislicks but the edge goes to the Hutchinson. In mud they're both worse than bad which can be fun if you're not racing. (you'll end up correcting the bike on the straights, good fun when traveling at speed)

What width are you looking for?
I would try Challenge tires if i used clincher.
Either cyclocross handmade clinchers or gravel grinder pro (handmade clinchers)¨

I used Challenge Gravel Grinders as well as Gravel Grinder Pro. The first one is supposed to be more puncture resistent but a holiday gave the first one around 8 punctures and the second one around three.
If you can, go tubeless. (The Challenge tires look awesome though)

Why nobody speak about Compass tire ? Fast, supple and I'm pretty satisfied by the toughness of my Stamped Pass Extra Light: gravel, rocks, oyster shells (ile de Ré), no problem.

I have never punctured a tubeless tire. A pity Challenge did fare so unwell.
For this type of narrow tires, i would totally go Hutchinson Black Mamba CX 34mm tubeless.
This tire has a minimalistic thread depth, but it works extremely well on loose, loose over hard, a bit of mud and tarmac.
It is very quick and responds directly to acceleration. It is probably the best tire i have used in this narrow width.
Wider tires offer more damping (less vibrations) and since wider, also greater contact patch.
However, you miss some of the nimble signum so very typical for Black Mamba CX.
Can't get it all!
I feel tires nearing 500g, they feel more slow. I would guess a 38mm at around 400g would be the trick.
I have asked Hutchinson to make Black Mamba CX in 38-40mm width.
I don't expect them to care, but you can always hope.
