Ritchey Carbon (CX) Fork installation question

It appears there were two 'options' supplied.

If you use the expander (top image) in the fork it acts like a star nut. Looks like it then tightens with an allen wrench ((to what torque???)) once inserted into the steerer tube.

Then use the headset top cap/bolt to adjust the headset.

But....

There was another top cap/expander assy included (bottom part of image). It doesn't work with other part and offers very little headset loading (minimal draw down). Looks like it's for use in a alu steerer tube rather than carbon? Is it just one of those bags that gets dropped in every fork box.

Can anyone confirm or correct?
