According to Specialized Website, both of them are 75 reach. At the moment I ride 110 stem + 380 rapide handlebar, wanted to switch to 115x380 rapide cockpit, but now I'm confused.

Yes... both are 75mm reach.

I did the same swap you're thinking about, on my Allez. I was able to adjust to the additional 5mm reach without issue. I actually like the fit of my Allez better than my current Tarmac SL6 because of this change and when I build my SL8, i'll be setting it up the same.

Right, but in my case the current fit is ideal. I would not want to make it any longer. I am a little disappointed.

Unfortunately, that's the downside of one piece cockpits... they don't make them in EVERY possible configuration.

5mm is easily adjusted by moving saddle fore or aft a little bit and maybe a 1-2mm up or down. It's really going to be hard to notice.

or put your shifters/hoods a bit lower/futher on a handlebar.

In the meantime I got the Topcap from Hopp Carbon Parts with aluminium screw:

That could very well be - mine are 42 and 44 - before the era of narrow bar adoption for me. Thanks for clarifying!
