Tarmac? Officially 32mm with some room to spare?

I read I read that someone won a gravel race on that melee prototype running 40c tires (with extremely tight clearance). Do you really need that much clearance on your road specific bike?

The diff between a tarmac (and many others) is that they are 32mm not 32c. They might fit larger but not officially.

Are there any good examples of bikes with taller stack and good looking top tubes? Especially in big sizes (58,61). It seems that most brands make short seat tube to expose seatpost, but that means either sloping tope tube, or lots of spacers. Or handlebars with rise.
