That's hilarious, but if you are done with the tire, no problem. You are in Colorado, so high altitude and low humidity. Where I live sealant doesn't seem to dry out.

Those cobwebs are probably because the tire was taken off the rim. I don't think they normally form if the bead is not broken.
When my rear tire is worn out, I usually rotate the front to the rear and put the new tire on front. That's because the front tire wears at a rate much slower than the rear and will fail from casing damage before the tread wears out. It's safer to put the best tire on the front because a front flat is more likely to cause you to crash.
