The ultimate 'bicycle bell'

Reading a thread about collisions on paths with 'little old ladies' and subsequent bike damage.
I am looking for not a bell.. rather some kind of a electronic device that sounds like a train.. a fighter jet etc. Mostly I would not use this on bike riders.. I wouldn't want to ride home knowing I caused cardiac arrest.
Rather.. my main target is these blankety blank blank and blank n blank morons/idiots/complete imbeciles.. who walk said pet on 50 ft leash down a path... With total disregard to any traffic either way.
I would most enjoy watching said moron fill their shorts...
Where.. could I purchase such a device?

Said 'old bitty' can also be any flavor, any gender of young dumbass was said fleabag on a Long leash.. allowing said fleabag to wrap itself around your bicycle.. even at walking speed.. this after you have made your presence known.

DO NOT use the trails much myself personally. Just a couple short jumps to avoid heavy Street traffic where goober could/will run you over on the narrow shoulder.
