Any word on when this year's Tarmac is coming out?

The new S-works are not yet available for ordering. I imaging that is where you will see any big changes. If It was me, I would wait until shimano pulls its head out of its ass and gives us more gears lol.

does a bike have to be on the market available to the public for a certain amount of time before it can be used in the olympics?

I think that's only a UCI rule. Didn't UK riders (mostly team Sky) use some custom framed bike during the London Olympics?
That was the UKSI frames you were likely referring to. They were commercially available, just eyewateringly expensive. Like 25k or something.
