How difficult is it to paint components (e.g. fork) to match the color (tone/shade) and the finish (glossiness/matte-ness) of the frame without having the original paint? Is there some tool/method a professional can use to replicate exactly the existing paint on the frame? Or is it down to eyeballing/feel?

Either ask manufacturer for color code, or have an analysis done

Manufacturer not giving out color code unfortunately. By analysis, you mean using a spectrophotometer or something else?

Don't know the correct term, but a good paint shop could help you come as close as possible.
