Removing steerer tube expander

This is a new one for me. I unscrewed the top cap and expected to see a plug I could put an allen wrench into and loosen and remove. This is a first for me. Any ideas?

So if you remove the spring and washer from the bolt, thread the bolt back into the steerer and give it a gentle tap, it should release and be able to be pulled out.

Thanks - after finding an image of it online I figured that was the way to go.
