I want to install some Enduro Zero pulleys on my DA Di2 rear derailleur. They didn't come with instructions. What is the recommended torque for the pulley bolts that hold them in place? Also, I notice the bolts have a bit of Loc-tite on the threads. Is it necessary to put some fresh Loc-tite on?

Generally but not always the size of the hex head matches the manufacturers torque setting. Size 6 = 6n etc. Being that the size is probably a 2 or 3 then torque to match. A dab of new loctite 242 or 243 is probably advisable but I never really see anything much come lose with the old loctite on the threads.
