Rotor crank arm won’t fit the axle

I’ve been trying to help a friend install a Rotor 3D24 crankset earlier. He hasn’t had the thing on the bike I’m forever. Anyhow when we tried putting it together, the left crank arm barely fits on the axle. I tried jamming it and it only made it by a few millimeters. The thread doesn’t appear damaged at all, I applied grease to it as well. I removed the bolt completely from the crank arm but it still wouldn’t move at all.

Any suggestions?

You are not supposed to remove the bolt completely. When you back it out it spreads the gap, but if you remove it completely you can damage the arm and/or split the bolt.
It's called a "DTT" bolt. It has two different threads.

The bolt can spread the arm a bit.
