Just wondering what people are riding that requires a 33-33 low gear?

Living in northern Colorado, I ride steep hills and mountain roads where the slopes can exceed 16%. I use an even lower 48/32 with an 11-34 Campy 12 speed cassette. If no one would buy this combination, they wouldn't produce it. Wait until you're well into your 60's. 33-33 would be great when tackling steep climbs in multiday tour with frame pack and saddle bag, also when your endurance is put to test.

I get it for pack loaded riding and gravel, but it seems to be becoming common on road builds too.

It's well lubed. No. My Red AXS is very quiet, esp when using the Red chain. I don't know why Force chain is a bit noisier than Red chain. I use paraffin wax.

In my case, Red (2100 miles since new in July) is very quiet. Since viewing this thread I've been listening and comparing to my other primary road bike - Shimano Ultegra Mechanical. The Red is as quiet if not quieter in general.
That's interesting. My cross/gravel/commuting-bike has mechanical ultegra R8000 and I'm more tempted to use that bike full-time simply because of how quiet and smooth it is compared to my road bike with Force AXS.

Small update.
My LBS swapped my cassette from Force to Red as I wasn't happy at all with the Force and now it's dead silent. So, it's the force cassette that's at fault.
One more thing:
When changing the cassette I also changed to a new chain so that they would wear togheter, but on the trainer I'm now experiencing heavy "rumble and vibration" when applying force to the pedals; higher watts = more vibration. When testing the bike out on the road it's silky smooth. Is this because of the new chain and "old" chain-set?
