Maybe it is a bit newbie but what is : 3 +- 2 means?

depends on the frame tolerance and the BB used, the number of spacers will differ

Yes, +- 2 - 0.5mm spacers but why 3 ? I dont understand the 3?

it means start with 3 it could go down to 1 or up to 5
