I am wondering whether the Dura-Ace direct mount brake is really just the same as Dura-Ace center mount brake except for the additional piece of hardware that converts it to the center mount? If we were to disassemble a center mount brake and take the convertion hardware away, can we then uses the brakes as a direct mount brakes? Is the highlighted distance the same between the direct mount brakes vs center mount brakes?

Because as you ce see in the picture the DM brakes have a bolt that threads into a blind hole in the frame. There is no way to tighten a bolt blind blind.
