A second recommendation for Joe Bell. He did an amazing job with the painting of my frame.

Velocolour is not in the US but Canada and do spectacular work at a price. Many US shops (Above Category, for example) have used them.

Tony Bauman is a fantastic painter. He used to work for Specialized and painted some very cool frames. He painted my friend’s SL5 Tarmac Disc a chrome green. Awesome paint job.

After careful consideration, I've decided to go with Horse Cycles- http://www.horsebrand.co/blog/horse-cycles-paint
The person doing the work will be Ben Falcon- http://www.benfalcon.com/
The pluses-
1) Ben has a pedigree in the business.
2) Painting frame, fork and components will be a little less expensive than the other guys.
3) Horse Cycles is located in NYC, making it much more convenient. I don't have to deal with shipping back and forth because that can be taken care of with a subway ride.
4) I could have the frame sent to another painter directly from Lynskey, but I feel better seeing it in person before sending it to be painted.
Thanks to everyone for all of your help. For the record, I lined up all of the painters listed, recieved estimates, and did a comparision comparing the pros and cons.
I am confident Horse Cycles is the best decision taking into account all of the mitigating factors.
