I currently ride an Ultegra di2 2016 TCR SL, and honestly love the bike but recently I've had the itch for a new build or a frame swap. I'd like to do this on a budget but i'm struggling with what I could swing that would really be an upgrade over my currnet bike. Evo hi-mod? Tarmac SL6? Orca OMR? Or just new TCR SL in '19 chemaleon colourway. Unless I can swing a team deal on an s-works I can't think of any of these frames that would really be a big step up. Thoughts? Anyone ridden owned the frames i'm mentioning and care to compare them to the TCR SL?

Stick with the TCR SL. Your frame is only 2 years old and it's top of the line frame for Giant. I don't see any big improvement with all the frameset you've mentioned in your post.

Take it from me as someone recently upgraded from Focus Izalco Max to Specialissima frameset. I actually prefer climbing with the Focus than the Specialissima. No regret but newer & more expensive are not always better.

Keep the frame and upgrade the components? Frame is still the brand new design. No significant weight savings on the new frame. They just changed the colors on the new frame basically. Why not use the money to move to Dura Ace?

I would wait for the anticipated update at the end of the year. In the meantime maybe slowly update to Dura Ace. Just be aware the new model will surely come with direct mount brakes, assuming they still make a rim brake version.

you have a good frame .... keep it

upgrade by getting a powermeter and better wheels .... even try some lightweight tubs

you could also get some really good gadgets such as the Garmin Varia Radar unit etc

thats what I've done.
