I'm thinking of getting the NSWs and I'm thinking will the different internal rim width (21 vs 19) affect handling and the tyre width?

You're overthinking it. Use something that measures out to 27-28mm with the 303 NSW (Disc) and I would probably just use the same exact tire on a 404 NSW (Disc) in the rear. I'm assuming you're talking about the disc versions since none of the rim-brake versions come in at 21mm.

Additionally this is just my opinion, but I would honestly say just get a pair of 404 NSWs (or similar depth wheels from anyone) for the majority of riding. I live somewhere really windy and 55-60mm rims really aren't that bad most of the time.
