Widest possible wheelset for 2015 Moots CR

I have a 2015 Moots CR in size 54 (40.5cm chainstays and Moots fork). The official doc says it can take 28mm tires, and I assume it's the actual width after inflated.

I'd like to get a new wheelset with widest possible rims and use them with 25mm tires, mostly for climbing/descending. I think things like Hed belgium plus and Enve rims may not work as they're probably too wide. I'm thinking something with <20mm internal width and <25mm external width. What are my choices?
