Given that the 23s and 25s measure pretty much as specified it will be interesting to see if the new 28s are also sized accurately
“They measured 27.8-28.0mm on 19c rims and 28.3-28.5mm on 21c”

Looking for more and longer-term feedback on the 28mm version, how is its puncture/cut resistance?

Inventory of 28mm is rather scarce. Neither www.probikekit.com, nor www.merlincycles.com have them. I sent numerous inquiries since August 2018.
I can tell you that 25mm served me well for ~2000 miles with 1 flat. I was running with Vittoria latex narrowest version (19-24mm) tube. I retired them this season and have no desire to run 25mm tires any longer. I race on 28mm+. Expect better puncture resistance with the wider tire, it's a given.
