PF30 BB - cup goes in by hand and can be turned by hand

So I was building up a neilpryde alize frame and the drive side I had to press the cup in, as I've done with other frames. When I got to the non-drive side, I was able to slide the cup in by hand without much pressure at all and I can rotate it inside the frame. I tried plumbers (teflon) tape but it still creaks. I have a thm BB that screws togther.

I'm thinking my options are:

1. Try green loctite w/ the press in cup
2. Try the thm BB

Anyone else ever encounter a situation like this? I've worked on at least 7 PF30 frames and never had this.

Either the cup or the frame is waaaayyyyy out of spec.
Has either cup or frame been used before?

Which brand of PF30 cups? I had that problem with the Crumpton and FSA cups but Sram was fine and tight. I ended up using the FSA anyway with Loctite 748(?) and they were silent. If you're referring to the THM BB, theirs are undersized for some reason and even on my Litespeed which is on the tightest end of the PF30 specs, I was able to press in by hand. Loctite 609 is needed at a minimum with that BB.

Lightning Cups (from the lightning crankset). The thing is one side needs to be pressed in, the other doesn't.

Locktite 9466 is for filling up the gap between your frame and cup. This way I repaired may even worn out frames.

THM BB took care of it - no loctite required!
