'Quarq installing problems' related to italian GXP BB

Hi, there.
I have some problem installing quarq dzero powermeter in connection with the bottom bracket.
My frameset is pinarello dogma 65.1 which has italian threaded bottom bracket, so i bought '07A gxp bb team cups italian'.
After installing the BB, the crank set was installed, but there was a problem with it.
When the crank bolt on the nondrive side is tighten to the correct torque, crankset didn't rotates normally as well as if it had been caught.
I don't know why this is happening.
Did I select the wrong BB? Or is it something wrong with my frame?

Do you have the big washer installed on the non drive side cups? (No 1 in this image).

It's easy for this to fall off get missed.

Yes, What Bob said. But, fwiw, I have a similar situation with an Elsa on the same bb on a c40. More drag than anticipated at the recommended torque-in fact, lots of static drag. Eased off the torque and all was fine. Rode it for a bit, tightened it a bit, all good since.

yes. i found problem - there were some inferference between edge of bottom bracket and quarq spider.
so i cut off some part of edge of bb, and fix it.
