If every bike would be set up for same stack and same reach it would be more fair.
The aero fan would probably swap stem(s) while the not so aero would use spacers.
Otherwise, how can data be measured correctly?

I'm still quite puzzled to understand why TCR perform so poorly.
Consider Specialized claims that both new Tarmac and Allez Sprint is as aero as their first gen Venge.
The TCR also aero seatpost and some tube shape doesn't look too different to the Allez Sprint. Why didn't it perform any closer to the Venge.
Why does it even slower than Emonda and Scultura which has absolutely no aero profile anywhere.

The Émonda wheels have higher rims, less spokes and no discs. The frame has an aero headtube and the seattube is shorter, that should be a few watts.
And the time differences are also influenced by the weight, so 5.94kg vs. 6.84kg.
And they both share a wider than tall downtube and big gaps between frame and wheels - that's not quite aero and the difference to the Tarmac SL.

Just look at one from the front. Gigantic, square downtube. Most climbing bikes these days have at least some sculpting of the DT, some kind of Kamm tail or tear drop shaping or osftening of the shapes, the TCR (which I actually really like as a bike) just has a massive brick from the HT all the way to the BB. I wouldn't be surprised if the last gen Protos is the only thing measurably less aero than the TCR.

Nope. The tests were completed in the 200-240 watts range depending on the bike.
Do you maybe know if they tested Canyon Aeroad with the same/similar methodology?
Correct me if I am wrong, but DT Swiss arc 62mm wheelset is about 2w faster compared to their 48mm(data from swisside) , which means that ‘’real’’ comparison would be 208 watts versus 214. It really doesn’t seem like a lot and is in line with Rose numbers (that X-lite is about 4-5 watts slower compared to their aero offering).
