I honestly think MTB pedals are what recreational road cyclists should use, rather than the road pedals.

I would personally go for time as they're lighter and the float is better.

Although time is quite easy to clip in it's a bit flimsy and the cleats wear out fast (cleats are a bit pricey). Love how light they are though. I use them because I'm a weenie. Works ok for me. Had to change the cleat bolts though for safety.

If you are concerned with mtb vs road just get your wife some Shimano shoes with both bolt patterns. My first road shoes were R087 and they were super comfy, relatively light, cheap, and support both cleats. Warning, they are not easy to walk in as mtb shoes.

Spd pedals are dirt cheap. Let your wife use them a while and then try road cleats again later. Particularly when the small contact area starts to annoy.
