I have a black 188 rear hub, but with campagnolo rotor.

I just rebuild on Tune hub - Zipp 188 has little play in it. So if customer will leave to me we can make deal:)

Or just get better hub and rebuild Zipp rim - hubs like this design are fail

Rebuild with Tune, DT 240... is a good solution, but very costly .
You can buy just the 24 pieces cx-ray is on same price as a used ZIPP 188 rear hub (about 90 EUR).

188 is't the best design, but if you use the DS flange ring properly before make factory max. tension 1070N , it's OK.

Yes if you treat it properly it is OK - but if you must replace one spoke on DS all spokes must be detensioned. So complete wheel quickly colapse and you must rebuild complete wheel.
First time building with those hubs was pain in the ass

Does the Zipp 188 rear hub have the same dimensions as DT Swiss 240 straightpull rear hub? I mean, do they use the same spoke length on both drive and non drive side?

No.
I have a ZIPP 188 rear hub and spokes for zipp 202, so:
NDS 272mm
DS 260mm
