Sales in USA are late summer and into fall as shops move out old inventory for CX/MTB and new incoming road inventory. Now that some bike makers have moved away from yearly designations, it ends up being related to when new models are introduced.

Are you specifically asking about sales for bikes, or just any sales for clothing, components etc? Because they are timed slightly differnetly; bike sales are more seasonal and concentrated, whereas the kit and clothing sales are either more perennial or more like "flash" sales, where one specific brand or category is discounted over a long weekend with promotion only going live either on the day or a day before.
I've worked in retail pretty much all my life, and worked in cycle retail for about 1/3 of that, and have seen how high-street / "bricks-and-mortar" retail has changed a lot in the wake of the internet: 10-15 years ago sales were seasonal, shorter, and a lot lot busier - they were really big events for the shop that required extra staffing and longer hours. You could clear a helluva lot of stock even before the discounting got savage (by which I mean 45-50% and beyond) and the shop went absolutely manic for that period. Nowadays sales are almost perennial on the high street with a lot of customers asking "where's your sale area?" simply expecting to find discounts offered to them all the time, though conversely putting the message out there that "hey there are deals to be had in here" with big sale banners doesn't get shoppers rushing in the way they used to. This has led to the sales being weaker in a brand building/promotional sense.
Perhaps the one exception to this in the area of cycle retail are the bike sales, whereby if you time it right and balance the discounts right (bewtween enticing sales vs losing margin) then I have seen it become extremely successful. If you're looking for discount bikes, now is the time to start searching.

Giant is a fine frame but if you want something more exclusive then Bond that is. It is more expensive but that's for a reason. There are a few reviews online.
How long do you want to keep the frame?
If only 1-2 years, go for a Giant; goof value for the money-even if it is a boring frame/ brand
If you want to keep your frame longer and enjoy it more, then Colnago and Bianchi are the one to go (or Pinarello if you like it so much)

Back in the late '80's, fresh out of college I worked bike retail for a few years. One shop had a Thanksgiving weekend, Saturday sale. That was the only sale during the year. Many of the customers had got their first bikes there as kids. Now as parents or grandparents they would come in to buy the entire family bikes. That day I sold 11 bikes. Crazy.
These days I order my things from the UK throughout the year.
Anyone know when Bianchi Specialissimas will go on sale?

I would recommend getting the Cipo Bond over the Giant. It's more exclusive and pretty stiff!

If I end up getting a Colnago, Bianchi or Cipollini, it will be for the long run. Will be my first proper road bike.

All frames will be fine for you. Colnago V1r, Pinarello and Bianchi are made in China. Cipollini is handmade in Europe in Cipollini facilities (in Italy or Bosnia) with high quality materials. That may say nothing to you but we are not talking about similar products. IMO the price of the Bond is very good considering it is a handmade in Europe frame.

Late July we start selling off that years bikes to make way for 2018.
Distributors start close out deals at their end to us also.
If there's a new frame or groupset on a model we reduce down to just above cost.
