Short cage or long cage RD for 32t cassette on single chainring?

I am building an 1x11 speed Di2 groupset. The cassette I plan using is 12-32.

I know normally a short cage ultegra Di2 RD is rated up to 28t cassette when used with double chainring, but is this because the short RD can't take up the slack when used with a wide range cassette (as opposed to simply CLEARING the cassette)?

With a 1x setup, there is less chain length range between top and bottom gear, so less slack for the RD to have to take up; do you think this means a short Ultegra 6800 RD on a 1x setup can handle 32t cassette, or is it a cassette clearing issue?
