Need some advice on where to find a seat mast topper that fits inside the seat tube and measures 31.6 in diameter. Length is unimportant. Zero or minor setback.

eh? It sounds like you just need a 31.6 seatpost; maybe you need to be more specific and/or say what frame it's fitting into, picture?
