Cipollini bikes do look aero but are they really? Have they been designed with the use of an aerotunel or do the just use aero designs for styling? Always wondered...whatever the case may be, they look bloody amazing!!!
No, these frames are not really aero (like a Madone, an S5, etc. HOWEVER... you can get a very low position on them (due to their short headtubes) so the frame-rider system can be more aero than most.

Getting low + having a proper aero road frame are not mutually exclusive. You can have both.

RB1000 has (or had?) a shorter headtube than the bikes you just showed.
Not always but usually it does. That's the main advantage of a short headtube. It enables to get an aggresive-aero position.
