Don't have overall pic but as you can see on the ? logo, the bike has been spotted at the Redhook crit.
Edit: the large gap between seattube and rear wheel could suggest a downhill bike so you could have been right here.

errr it's obviously just a Hooligan.

Big chainrings are necessary on a small wheeled bike/recumbent to keep the cadence down.

It has an eccentric cam bottom bracket, so I'm guessing some kind of single speed.
