I bought one of these and use it to calibrate all of my torque wrenches. These are very accurate and stay accurate. A torque wrench will have a small hole that you use a hex key to turn a screw to loosen or tighten the spring. I wish SMP would modernise their production method, similar to what Specialized, Fabric and now Giant and some Fizik models are doing. Far tidier result.
