For cold and wet I've tried almost everything and at the end of the day, nothing beats a neoprene bootie like Castelli, Sportful, Garneau, BBB etc.
Water will drip along your legs and end-up with water in the shoes in on all the models that do not seal around your calves. that's where the Spatz makes the difference, Decathlon seems to have something "similar" https://www.decathlon.fr/p/sur-chaussur ... 731&c=NOIR with no zipper and that fits really tight to create a seal.

I've had dedicated winter shoes and used standard road shoes + covers. The dedicated winter shoes were definitely warmer, but I never really wanted to ride in cold enough weather to justify them.

Below 25F or so (-4C) is where I'm just not going outside and shoe covers and warm socks are good enough for me there. So I offloaded the winter shoes.

If you're a diehard at 15F (-10C), then definitely pick up winter shoes.
