I strongly agree with Ollie in that if we ignore all nuanced exceptions, the clip-on TT bars will be the one to bet on.
Roughly 75% of aero drag is created by the rider, with the rest coming from the bike (8% from frame+fork, 8% from the wheels, and rest from components/cockpit).
Thus the game is to optimize for rider position. There is more opportunity to be gained coming from clip-on bars even if on an 80's non-aero steel round-tubed bike.
As always, where it gets nuanced is in the details of each bike setup. If the non-aero bike has limitations from the geometry to get you into an optimal position with clip-on bars, then your modern aero road bike that fits you bang-on could be faster. For example say your non-aero bike has:
1. Super long cranks. Now you may not be able to get long and low enough without knee'ing your tummy.
2. Limitations with configuring your front end after clip-on's are added. Can't get comfortable enough to generate optimal power.
3. Or maybe not even fit related at all: Say the gearing on the non-aero bike is suboptimal for your TT course because of significant rollers and the old bike is an 8 speed. Suddenly a modern 12spd electronic shifting bike could be more ideal. Just some things to consider... tho now I am deviating from your point on which is more aero.
But if fit is not an issue, getting long & low with hands elongated out on clip-ons will beat the 90° arms bent position, even with a slight dip in power from the clip-on position. Comes down to Watts/CdA... and in most cases there are bigger gains in CdA savings from the TT position even if you lose ~10-20W. Which, you may have lost that many watts with the road bike 90° position anyway compared to a natural sitting position.

Well, and I'm sure this can delve deep into it's own thread, the two bikes in question are my 3T Exploro on road wheels with clip ons (don't have any yet) versus my Wilier. The course is actually a pan flat out and back. So it's not exactly non-aero with clip ons versus aero road. I'll probably buy a cheap set of clip on aero bars and test it out myself. I like to do measured tests for my Youtube channel anyway.
