almost certainly the case.
It's happened before. Riders want a combo that isn't made, so they use something else. No one is going to tool up to make 3 or 4 integrated cockpits to match one pros requirement.
You might even find that some riders aren't even actually using FSA bars, but their own favourite with some stickers (Though that happens much less these days)

Although it makes me wonder why they didn't make sure they used a bike with the aero stem/bar - someone must be running it....

I think it's pretty funny!
The recent issues with WADA and the Russians made me wonder if some teams could effectively go do a two month doped to the gills training camp in their dope friendly home country and then come back to Europe clean as a whistle after a detox period.
