I would think the issue has more to do with the heat rising off the tarmac and a lack of adequate airflow while climbing rather than the ambient temperature.

The road is a state park that sees more bike traffic than cars, and there has been lots of issues with drvers making bad passes around corners and hitting descending cyclists head on. They've added the double yellow striping, the warning signs and drivers even get a verbal warning from the rangers at the pay gate and yet they still do it. I've even been passed many a time on the very first corner a 1/4 mile from the pay gate. It's quieter during the week and I will often not even see a car for the whole 5-10 mile climb.
That said, I believe statistically there has been an improvement from the signs and other efforts, it just doesn't seem that way at times.

New Federal Courthouse in DTLA
The design of the truss system was inspired by the results of topology optimization iterations, evaluated for efficiency using Maxwell’s theorem of load paths. This optimization is similar to the optimal layout proposed by Michell’s work on frames of least weight, or Michell trusses, which represent the stiffest layouts for the least amount of material in a continuum. SOM’s final truss geometry, which resembles a bicycle wheel, resulted in a 13 percent reduction in total steel weight for the trusses compared to traditional configurations.
