There were some wind-tunnel tests done @ Specialized a few years ago (on YouTube, I think). I find it odd that this community debates the weight savings of a single chainring bolt or the excess weight of decals on a wheel, but mocks the suggestion of marginal aero gains anywhere on the bike.
Personally, I prefer my BOLT (and Garmin, before that) to be perfectly level with the ground and I use a bubble-level to orient it. Everyone has their own preference, and this is simply my preference. When I see other riders who have a computer or smartphone angled upward at 45-degrees like a laptop computer, I can't help but wonder if the aero impact is actually measurable (but perhaps not meaningful).

Parallel. Inline with stem looks terrible if your stem isn't parallel to the ground.

Man, you are sensitive. I never said I had the final say on this. There is no right answer. The only right answer is how you like it.
Level with the ground, always. At the very least, level with the hoods.. which I keep largely parallel to the ground. Parallel with the stem doesn't really make sense if you have an extreme angle up or down..

Pretty sure DCR had a few configurations in the win tunnel and found that to be the most aero out front position. Interestingly enough that still tested less aero than the rubber band stem mount.
