What does anyone really expect the UCI President to do? What did the guy before do? The guy before that? The guy before that?

The point was that Hein Verbruggen and his cronies were supposed to be represent the old vested interests, and Cookson the "new broom": Off the top of my head he could have sported out the world tour schedule, make teams sign up to a realistic anti-doping pledge, developed multimedia apps to make the TV viewing of cycling more interesting, and allowed bike tech to modernize, possibly without the "yes/no/maybe" approach which seems to be the UCI approach to disk brakes.
What is a realistic anti-doping pledge? The current situation is that if riders are caught doping they'll be banned, and if teams have multiple dopers caught they'll be suspended. What assurances can any doping pledge give you beyond that? Words are just words.
Beyond that and bike tech (which is at least being relaxed slightly for the first time in forever) the rest of what you list requires input and consent from numerous other parties, all with conflicting interests and strongly held positions. The UCI doesn't own cycling, and they can't just do whatever they want. To give just one example the spectre of ASO finally telling them to *f##k* off (like they've been threatening for years) hangs over every world tour regulation or calendar related decision they make.
Cookson may or may not be any good at running the UCI, but your expectations are impossible for anyone to come close to, IMO.
