Not a race bike, but aggresive geometry and designed to be the perfect winter bike for UK conditions, Kinesis *used* to make the 4S racelight frameset. Now sadly discontinued but the (alloy) frames are available cheap in a few places, and with the matching Kinesis fend-off mudguards they're incredible for a wet weather bike.
The thing is, in my experience it' either
1) racy geometry hasn't got room for fenders, or
2) the racy frames out there, just don't come with fendermounts.
The topic has been debated several times, but it's always relevant. And I'm always looking to improve/replace my own setup as well.
Fortunately the endurance segment is really growing - most of them have fendermounts. And a few of them have geometry that is more racy than endurance style. Most of them already mentioned. The Ribble and the BMC Roadmachine probably the ones with most racy geometry. Giant Defy comes in a really inexpensive option in my region.
That said, another option is to go budgetcustom titanium with Waltly. Frames are around 1000 USD without forks, and you pick your geometry just as you like it, and get the fendermounts whereever you need them.
I'm now on the Ribble Endurance SL
It's very racey (I'm on a small frame slammed stem) which makes it very aggressive (normally on a 54cm tarmac - the seller told me the ribble was a med but it's actually small)
The bike is pretty good, takes 28mm tyres and full mudguards, but it's not light.
My set-up weighs 9kg bang on (it's now Ultegra R8x Di2)
It's very racey (I'm on a small frame slammed stem) which makes it very aggressive (normally on a 54cm tarmac - the seller told me the ribble was a med but it's actually small)

I would say the Venon is pretty racy: at least, I can have usual 10-11 cm saddle to bar drop and still need a couple of spacers. In the summer I had it down to 7.3kg and was using it like a regular road bike. For winter, I can get 40 mm tyres under mudguards, and it's still around 9, but I'm cooling on the whole massive tyre thing because, for me, just riding tarmac, there isn't really any significant benefit over 28-32s while I do feel the extra weight of the big tyres.
I am also riding my titanium rim brake bike a lot with 50mm rims/ 25 mm S TRs and a Quickguard on the rear, and at the moment, I prefer this for fast winter group rides over the Venon, which I reserve for midweek morning training rides or solo weekend rides. My Dolan Dual is another great racy winter rim brake bike, but I'll probably try to sell it to make space in the garage for a forthcoming SL8 build.
